The Gresham-Barlow SD 10J school board met in a special work session July 14 to re-run officer elections after what the presiding chair called a "procedural snafu" that produced an illegitimate vote at the prior meeting.
The board first considered a motion to elect Chris Howitt as chair. Board member Heather moved to elect Chris Howitt and the motion was seconded; after members registered their responses the presiding chair said, "that motion fails 3 4." The board then considered an alternative motion to elect Holly Riegelman as chair for the 2026–27 school year. The motion was moved by Sean and seconded; the chair reported the tally during the roll call and confirmed the motion carried.
A separate motion to elect Sean Farrins as vice chair was brought forward and seconded. During the vice-chair discussion a board member asked whether longevity on the board affects officer selection. Superintendent Sarah Avery consulted board policy BCB and said, "as far as I know, the only thing in terms of longevity is that the chair can't serve more than 2 years," and that she did not see a similar limit for vice chair.
After members resolved questions about virtual versus verbal vote signals, the board confirmed both officer elections. The presiding chair thanked colleagues for the opportunity to serve and turned the meeting over to Holly Riegelman, who said she would do her best in the role: "I don't know that the board will be better for it, but I will do my best."
Riegelman announced the board's strategic planning session on Aug. 27 (location to be determined), a social that evening at 5:30 p.m., and the next regular business meeting on Sept. 2 at 6 p.m. in the council chambers. The meeting adjourned at 4:42 p.m.
Votes and formal actions from the session are recorded by the board as follows: the motion to elect Chris Howitt as chair failed; motions to elect Holly Riegelman as chair and Sean Farrins as vice chair carried during this special session.
