City staff responded with enforcement figures and practices: the city increased fines to $1,000 for illegal fireworks, issued 51 citations last year and 96 this year, and has added targeted enforcement around the July 4 period. The city manager said enforcement methods will expand and that officials plan to increase efforts next year; staff declined to publicly detail investigative methods so as not to disclose enforcement tactics but said the program is being intensified.
Council members and staff acknowledged enforcement challenges — specifically that officers must witness someone lighting fireworks to issue a citation — and discussed additional technology and staffing approaches used elsewhere, including drone detection in neighboring jurisdictions.
