Grant County Recorder Kathy Ford told the council she has two ongoing digitization projects and requested a transfer of $70,000 from the recorder's document-fee account (referred to in the meeting as the "KISS" fund) and an appropriation from the perpetuation fund to cover indexing and redaction work.
Ford said the vendor charges roughly $1 per document for indexing and that the transfer will cover most of the balance but she may return next month for additional transfers as the work continues. Council members asked about the remaining fund balance and whether certain expenses could be paid directly from the perpetuation fund; Ford and other members discussed allowable uses and confirmed the request uses non-general-fund dollars.
A motion to approve the transfer and appropriation was made and carried by voice vote. The council did not place conditions on the appropriation beyond standard fund-use discussion.
