Quinton Township adopts several ordinances, authorizes multiple resolutions and introduces 2026 budget

Quinton Township’s Mayor and Committee approved a slate of ordinances and resolutions at their April 7 regular meeting, including a ban on data centers, new penalties language, and administrative measures to govern public-recording of meetings.
Mayor Joseph Hannagan and committee members James Smith and Committee member Marjorie L. Sperry voted on motions throughout the meeting; most measures passed unanimously. Ordinance No. 2026-05, which would prohibit data centers in the township, and Ordinance No. 2026-06, adding Article III “General Penalties” to the township code, were introduced and carried on unanimous roll calls. The committee held public hearings and adopted Ordinance No. 2026-01 (salaries and compensation for township officers and employees) and Ordinance No. 2026-02 (to exceed municipal budget appropriation limits and establish a cap bank under N.J.S.A. 40A:4-45.14).
Ordinance No. 2026-03, establishing guidelines for the orderly recording of open public township meetings, was adopted after a public hearing; Committee member Marjorie L. Sperry cast the sole 'nay' on the final adoption vote. Ordinance No. 2026-04, creating rules for mobile food vendors, was adopted unanimously after questions from a member of the public about where to obtain a copy of the ordinance; the Clerk confirmed the ordinance is posted on the township website.
On resolutions, the committee approved an amendment clarifying that property owners may choose their own lead-based paint inspection provider (Resolution No. 2026-42A), appointed PKF O’Connor Davies as auditor (Resolution 2026-27A), and authorized the appointment of a part-time/on-call road department worker (Resolution No. 2026-57). A proposed refund and cancellation of property taxes for Block 67, Lot 22 (Resolution No. 2026-58) was tabled pending confirmation of the exact refund amount by the tax collector and assessor.
The committee also authorized a referral of a proposed land use ordinance amendment to the Planning Board pursuant to N.J.S.A. 40:55D-26 (Resolution No. 2026-59); approved a lawncare contract award (Resolution No. 2026-62) after reviewing three quotes (Davis $6,940; Marinos $7,630; Ikee $8,100); approved the LOSAP active volunteer list for 2025 (Resolution No. 2026-63); and approved an interlocal agreement with Salem County Public Works to trim certain roadways (Resolution No. 2026-64).
The committee authorized a referendum at the general election to permit “legalized games of chance” under state law (Resolution No. 2026-65) and approved bid specifications for the Fire House parking lot (Resolution No. 2026-66). The 2026 municipal budget was introduced (public hearing and adoption set for May 5, 2026) and the committee approved an executive-session resolution to discuss potential litigation (Resolution No. 2026-68).
