Quinton adds $2,000 general-penalty provision to municipal code

The Quinton Township Mayor and Committee adopted Ordinance No. 2026-06 on May 5, 2026, adding an Article III “General Penalties” to the municipal code that allows the imposition of fines (up to $2,000) for ordinance violations as a fallback remedy.
At the public hearing, Solicitor Jacqueline Vigilante explained the provision is intended as a general fallback for ordinances that do not specify penalties: "It's a general fallback provision so some of our Ordinances already have penalties. For things that are continuous there can be additional fines. However, it’s always going to be up to the Municipal Court Judge," she said. Resident L. Winkels asked whether fine revenue would go to the township; the solicitor replied, "Yes." The ordinance was then closed for public hearing and adopted by roll-call vote.
The minutes record that Deputy Mayor James Smith moved for adoption and Mayor Joseph Hannagan seconded; both voted aye. The minutes do not show any amendment to the monetary amount nor a recorded dissent during the hearing.
The change provides the municipal code a general enforcement mechanism; how often it will be used and which specific ordinances will rely on it will depend on future enforcement choices and Municipal Court sentencing.
