Bennet City Council adopts water-rate change, reassigns Board of Adjustment duties and approves several local projects

At its Nov. 10 meeting the Bennet City Council adopted Ordinance 2025-8.1 on water usage rates, approved a resolution reassigning Board of Adjustment duties to the council and approved local infrastructure and fund-transfer measures while tabling a regional hazard mitigation plan until December.
The Bennet City Council met Nov. 10 and approved several measures affecting local governance, infrastructure and city finances.
On formal action, the council adopted Ordinance 2025-8.1 on final reading to amend water usage rates after a vote in which Council Members Simmons, Schmidt, Zieg and Buck voted yes. The council also approved RESOLUTION 2025-11.5, removing the current Board of Adjustment members following municipal code changes and adopted the Board of Adjustment by-laws that will govern the council in its new role. Both motions were approved by unanimous roll call votes of the members present.
The council approved several project-related contracts and payouts. City Engineer Brian Schuele presented a proposal for an area inlet at Van Buren and Garden; the council approved the Pavers proposal by unanimous roll call. The council also approved cleaning the ditch on the north side of Cottonwood at Cochrane Corner to improve drainage after a culvert installation, with a project cap not to exceed $13,000 and required mayoral approval.
On finance and investments, the council authorized moving $1.1 million from Union Bank & Trust to NPAIT and approved transferring $248,387.50 into SLGS bonds per a provided schedule. Both transfers were approved by roll call votes as recorded in the minutes.
Other consent and appointment items passed as part of the agenda. The council approved a resignation, several routine claims and reports, a 2026 renewal agreement with Olsson Engineering and several year-end and appointment resolutions that were included on the consent agenda (items not removed). The consent agenda had two items pulled for discussion—adoption of the Lower Platte South NRD Hazard Mitigation Plan and a Catlett Surveying fee for the Quincy Street right-of-way project—which were addressed separately; the hazard plan adoption was tabled to December and the surveying fee was removed pending additional property-owner outreach and clarification.
The council approved a request from the Bennet Community Fund to install permanent lighting at the city park shelter, gazebo and storage shed on the condition the fund raises the necessary money; the council authorized a donation from Park Funds up to $1,000 with the mayor’s approval.
The meeting concluded after a closed session for pending litigation. The council entered closed session at 9:35 p.m., returned to open session at 9:47 p.m., and adjourned at 9:49 p.m.
