The clerk’s office presented three vendor proposals to meet municipal website compliance. Cereza proposed a one-time implementation fee of $5,000 and an annual fee of $2,750 but would require third-party subscription services. Green Tech offered a one-time fee of $2,500 and $150 monthly but would not provide a dashboard or admin panel, instead requiring IT ticket submissions for updates. Civic Plus’s quote showed a one-time implementation fee of $850 and an annual subscription of $4,664; the company also offered dashboard access and built-in subscription and ADA-accessibility tools. The clerk said she was awaiting an updated Civic Plus quote and that none of the vendors could meet the March 1 compliance deadline, but the township had until the end of April to finalize implementation while continuing newspaper advertising during the transition.
Deputy Mayor James Smith emphasized the need for local dashboard access to meet legal posting timelines, saying the committee favored a single system without third-party dependencies: "dashboard access was crucial for timely document uploads." Committee member Marjorie L. Sperry recommended Civic Plus for its comprehensive package and cybersecurity features; Smith concurred.
The motion to approve Civic Plus was moved by Smith and seconded by Mayor Joseph Hannagan; a roll-call vote recorded Smith, Sperry and Hannagan as voting aye (3–0). The committee will finalize pricing with Civic Plus and proceed with implementation planning.
The clerk will continue newspaper advertising until the website transition is complete and will report back on the finalized contract terms and implementation timeline.
