Nordman said the changes would move traffic out of the recycling area and improve an existing public nuisance.
Staff and Beckett Raider's initial review flagged deficient drainage detail and asked for updated grading and drainage information; the applicant delivered a revised plan the day before the meeting and the commission's consultant had not completed a full review. Commissioners debated consistency with earlier decisions (some members noted the commission recently denied another project because of drainage problems) and discussed a limited, contingent approval that would allow the applicant to keep a contractor schedule if consultants confirm the revised plan addresses prior deficiencies.
The commission voted to authorize Beckett Raider and the zoning administrator to review the revised submission and to permit staff to finalize approval if those reviewers deem it compliant with the ordinance and engineering standards. If reviewers find the plan insufficient, the item will return to the full commission.
The applicant said schedule pressures (contractor availability) motivated the request for quick action; staff said a special meeting could be posted on short notice if consultant review uncovered material issues.
Next steps: Beckett Raider and staff will review the revised drainage plan and notify the commission whether staff has authority to finalize approval or whether the commission must reconvene for further action.
