Solicitor tells Quinton committee foreclosure is required before selling 655 Salem Quinton Road below lien

Quinton Township Committee discussed options for a tax-delinquent property at 655 Salem Quinton Road during its Jan. 21 work session and sought a report from the tax collector on foreclosed and potentially foreclosable properties.
Solicitor Jacqueline Vigilante told the committee the township "cannot sell the property for less than the lien amount unless we own the property (require foreclosure process/costs to Township)." She advised that if the township chooses to foreclose and hold a land auction it must advertise the auction twice—once two weeks and again one week before the sale—and send certified letters to adjacent property owners.
Mayor Joseph Hannagan asked whether a prior foreclosure would affect the township’s authority because the township had foreclosed previously and sold the parcel to a buyer who later resold it to the current owner. Vigilante said no, explaining a foreclosure of a previous owner does not obviate a new foreclosure on the current owner.
The committee directed staff to ask Tax Collector Michelle for a list of properties that did not sell at prior land sales and properties that could be considered for foreclosure so the committee can decide how to proceed. No foreclosure action was taken at the meeting; the discussion was limited to process and next steps.
Next steps: Tax collector to provide property lists; the committee will evaluate whether to pursue foreclosure and auction procedures if warranted.
