Committee directs staff to draft agreement to transfer former ice-rink site to GCDC for home-construction program

Administrator Wendy said the GCDC program has built at least one house from a split Farmers Market parcel and that the organization is seeking the ice-rink site because it could support either a duplex or a twin home, which would allow two teaching projects to run in parallel. "They're looking at building potentially... a duplex or a twin home that would allow for 2 kind of separate technical builds as 1 though," Wendy said.
Committee members questioned whether the city should require a duplex (two units) or allow GCDC to build a single-family home; Wendy and attorney Bardoff advised caution about forcing a specific structure without confirming the developer's design capability and the program's needs. The administrator noted a buyback provision in the prior Farmers Market agreement that allows the city to repurchase a parcel for $1 if construction never occurs.
Outcome and next steps: committee members agreed on a direction to proceed and asked staff and the city attorney to draft a developers agreement reflecting the committee's guidance; the item will return to committee in a few weeks for a formal recommendation to the common council.
