Commission leaves landscaping contractor special-use request unresolved, cites paving, landscaping, dumpster and lighting deficiencies

The City of New Baltimore Planning Commission opened a public hearing on May 26, 2026 for PSALU26-0001, a special land-use and site-plan request to operate a landscaping contractor yard with outdoor storage at 35210 Cricklewood Blvd. The commission did not grant approval and instructed the applicant to submit revised drawings addressing paving, landscaping, trash enclosure, lighting and missing elevation/floor-plan submittals.
City Planner Steve Cassin, presenting the review, said the property had been rezoned to Industrial and described the proposal to use the existing building for Grosse Pointe Landscaping with outdoor storage and four new parking spaces. Cassin identified specific compliance issues with the New Baltimore Zoning Ordinance: parking-surface requirements (Section 60-164) require concrete or asphalt but the plan showed gravel; landscaping and screening details required under Section 60-183 were not provided; no trash enclosure meeting Section 60-184 specifications was shown; lighting plans required by Section 60-189 were missing; and building elevation drawings and floor plans required by Section 60-23 had not been submitted. "Based on the above review, I am unable to recommend approval of the Special Land Use request until all items identified above have been adequately addressed to the Planning Commission's satisfaction," Cassin said.
Applicant Keith Grimski told the commission he is leasing the building and said, "we have lighting on the building, we are not planning on lighting the yard, there will be cameras for monitoring the yard. The dumpster is in the yard. We will not have any customers or general public coming to the lot it will be for employees only. The parking in the back will be for trucks and equipment only." Commissioners pressed Grimski on ownership and paving responsibilities; Grimski said he leases the building from Dr. Zef Markaj. Commissioner Jack Dailey said employee parking spaces must be paved while storage areas may be gravel in some parts of the city; Building Official Jerry Hicks clarified that front-area employee parking must be paved and rear storage areas may not require paving in all cases.
The commission closed the public hearing (motion by Eric Haydamack, supported by Peter Fromm) and advised the applicant to revise the site plan to show the dumpster location, lighting, paving, and to involve the landlord; the chair noted the applicant may return without additional public-notice requirements. No Special Land Use approval was granted at the meeting.
