Lisbon selectmen approve minutes, tax refund, two recreation reappointments and $2,500 appropriation

The Lisbon Board of Selectmen unanimously approved routine business and several personnel and budget items at a meeting on July 13, 2026.
First Selectman Thomas W. Sparkman called the meeting to order at 7:00 p.m. and noted that all three selectmen were present. The board first approved the minutes of its June 22, 2026 regular meeting after a motion by Selectman Robert T. Browne and a second by Selectman William C. Surfus; the vote was recorded as unanimous.
In new business the board approved a tax refund of $275.81 to Penny L. Phipps. Selectman Robert T. Browne moved to approve the refund; Selectman William C. Surfus seconded and the motion carried unanimously.
The board then reappointed Jhady Jaffe and Rachel Ibbison to the Recreation Committee for two-year terms running from July 8, 2026, to July 8, 2028. The reappointments were approved by unanimous vote after separate motions by Selectmen William C. Surfus and Robert T. Browne.
Finally, the board approved an additional appropriation of $2,500 to line item #51730 (Purchased Services) for the Planning and Zoning Commission. The motion, made by Selectman William C. Surfus and seconded by Selectman Robert T. Browne, passed unanimously.
There were no public comments during the meeting. The meeting was adjourned at 7:08 p.m. after a motion by Selectman Robert T. Browne and a second by Selectman William C. Surfus.
