Ethics officer reports 668 employees trained and eight pending cases to DeKalb board

At the DeKalb County Board of Ethics meeting on July 16, Ethics Officer Alyssa Murphy told members the office has trained 668 county employees to date and holds trainings in person every other Monday.
Murphy said there are eight pending cases, including two that arrived in the previous week, and three hotline reports involving a warrant issue, a school-related matter and alleged clocking in and out. She reported there are currently zero open-records requests for the office.
Murphy used her monthly report to remind the board that the office needs both personal and subject-matter jurisdiction to hear a complaint. "The subject matter involves conflicts of interest, abuse of public office, inappropriate gifts and gratuities, misuse of county property, and accounting and audit irregularities," she said, and noted the office does not have jurisdiction over school matters or state and federal employees. She also cited Ethics Rule 4.5: a complainant has 10 business days from notice to correct and refile a defective complaint or it will be dismissed.
Murphy said she routinely refers matters outside the board's jurisdiction to the appropriate agencies or to Human Resources for personnel or training issues. The board had no substantive committee reports and recorded no public comments at the meeting.
