The Lockport City Council on Monday approved a set of consent‑agenda contracts to advance local infrastructure and building renovations, including engineering for a neighborhood stormwater project, design of a pedestrian railroad crossing, and architectural plans for city hall bathrooms.
City staff said the approvals will allow design and bidding to proceed while the city awaits federal and state construction funding. "The city received confirmation from Representative Underwood's office that the city received 1,369,000 or million dollars in federal funding through the Section 219 grant program," said Mr. Lovering, a city staff member, when describing the Drake neighborhood stormwater work. He asked the council to accept Christopher Burke Engineering's proposal for engineering services not to exceed $295,670 so design can move forward.
The items approved on consent included: acceptance of Christopher Burke Engineering's proposal for the Drake Neighborhood stormwater improvements (fee not to exceed $295,670); hiring Trio architects for first‑floor city hall bathroom design services (fee not to exceed $44,750) tied to a DCEO grant the staff said totals $300,000; and retaining Civiltech Engineering for the 11th Street/Canadian National railroad pedestrian crossing design and bidding (fee not to exceed $152,934.80). Mr. Lovering also said the state is expected to provide about $700,000 for work within the railroad right‑of‑way while the city will fund work outside the tracks.
The council also adopted a Motor Fuel Tax (MFT) appropriation of $432,320 for roadway maintenance (saw cutting, pavement marking and patching). Staff clarified that the MFT appropriation includes funds for salt used during snow operations but that the city's actual snow‑removal labor is performed by city crews.
Council members moved and seconded the consent agenda and approved it by roll call. The votes recorded at the time showed the motion carried. Construction for the crossing and the other projects was described by staff as anticipated to begin in the fall of 2027, while the engineering and design work will proceed sooner to prepare bid documents.
The approvals place design and procurement steps in motion; staff said construction timing depends on federal or state appropriation and the bidding schedule.
