Board hears fiscal-status reports; emergency-fund balances decline after Luna approval

The board reviewed several informational financial reports Jan. 15.
Disclosure counsel Kenneth Guckenberger presented the 2025 Annual Financial Information Filing. Director Ashley Leach reported General Services Department capital buildings repair expenditures of $29.8 million year-to-date from a $30.6 million awards total, fiscal-year-to-date expenditures of $4.2 million and revenues of $10.6 million; she reported a fund balance figure of $53.4 million. For Legislative Capital Projects, Ms. Leach said $203.2 million had been expended of $507.6 million in appropriations; two projects were listed as having a delayed start.
Ms. Leach summarized the State Treasurer’s Office investment positions through Nov. 30, 2025: the State Treasurer managed about $19.5 billion in assets, earned approximately $59.8 million during the month, and portfolios increased about $5.6 million on an unrealized mark-to-market basis.
Leach also presented emergency balances as of Jan. 15: Operating Reserve Fund $3,309,000 of a $4,000,000 appropriation; FY25-26 Special Appropriation $386,568.43 of $2,000,000; Emergency Water Fund $0 of $109,900. She noted that following approval of the Luna Community College request the board would have a remaining FY26 emergency balance of about $1,115,475 and that the board would likely use remaining Special Appropriation funds before drawing further on the Operating Reserve Fund.
