Committee backs measures to strengthen contracting integrity, extends complaint timeline

Mike Shenen, a department director, briefed the committee on a CCR from District 5 that seeks to strengthen local contracting integrity and enforcement of prevailing-wage and payroll requirements. He reviewed the city's existing ordinance history (first adopted in 1990 and updated in 2008) and the enforcement tools the city uses, including pre-bid conferences, an LCPT Tracker web tool and site visits. Shenen told the committee the city could delist repeat offending contractors and impose penalties until corrective action is taken. Staff also recommended aligning the local complaint window with state practice by extending the period from 60 to 180 days for filing payroll complaints. Councilmembers asked how to avoid penalizing compliant subcontractors when a prime contractor is responsible; staff said ordinance language can be drafted to better identify offending parties and preserve due process.

The committee voted by voice to support the contracting-integrity CCR (agenda item 0.5) and asked responsible departments to draft updated ordinance language, describe enforcement mechanics and return with a timeline for implementation and reporting.
