The San Antonio Zoning Commission approved a slate of rezonings and land‑use requests at its meeting, forwarding several items to City Council and voting to continue four cases to Dec. 16.
Chair John Bustamante opened the session with Spanish interpretation available and reviewed public‑comment rules before the commission considered a consent package and a sequence of individual cases. The commission approved consent agenda items 7, 8, 9, 10, 11, 13 and 17 (the latter amended on the record) and item 18; those items will be transmitted to the City Council and applicants have six months to file for council consideration.
The commission also agreed to continue items 2, 12, 14 and 16 to a Dec. 16 hearing to allow additional review and outreach.

Item 6 — Dog daycare (Thousand Oaks): Planner Samantha Benavides told the commission staff recommended approval of a conditional use to permit an outdoor dog‑daycare operation in a commercial district. Applicant representative Ron Killigan described a longstanding, previously permitted use on the property, said the owner had engaged neighbors and installed a new rear fence, and asked the commission to correct zoning to match the operation. Resource‑protection staff explained water‑quality and drainage checks had been completed. "We worked with neighbors and added a fence to address concerns," Ron Killigan said. Commissioner Duval moved to approve; the motion passed on roll call.
Item 1 — 701 Indiana Street (rezoning to allow three detached units): Planner Luis Wilson described a rezoning request to allow three detached residential units at 701 Indiana St.; the application drew comments from nearby resident Nora Perkins, who said she did not receive notice and expressed concerns about traffic, fire safety and building massing. Applicant George Torres said the proposal calls for three single‑family homes designed to fit the block. Staff and commissioners discussed parking and whether porches or carports could help circulation near the adjacent school. The commission approved the rezoning and directed continued engagement with the neighborhood.
Item 3 — Conversion/conditional use (duplex vs. multiunit): Planner Noemí Rotano presented a request to convert an existing lot and allow additional residential units. After public comment and discussion with the applicant and neighborhood representatives, the commission approved the item as amended to reflect the agreed‑upon unit configuration.
Item 4 — Subdivision and additional single‑family units (phase 2): Staff recommended approval of a subdivision to create additional single‑family lots; the applicant described erosion‑control and replanting plans. Commissioners discussed lot size minimums and tree protections and voted to approve.
Item 5 — 111 Belfast Drive (rezoning and density amendment): The applicant amended a rezoning request at the dais, reducing the plan from an earlier five‑lot proposal to three larger single‑family units with parking. Applicant Emily White said the change responded to neighborhood feedback and added on‑site parking; commissioners praised the density reduction and approved the amendment and rezoning.
Item 15 — 5321 Casa Bella (sports facility): Contractor Diego Sánchez said the proposal would convert a commercial parcel to an indoor sports facility. Commissioners and staff raised peak‑trip and neighborhood traffic concerns because of a nearby mosque and school; staff said a more detailed traffic review occurs at permitting. The commission voted to approve the rezoning with conditions and directed additional coordination around buffering and parking.
Minutes and adjournment: The commission approved the meeting minutes with one abstention and adjourned at about 2:51 p.m.
