Eunice approves preliminary engineering for wastewater upgrades; finance director lowers GRT forecast for FY‑2027

The Eunice City Council on Feb. 23 authorized grant-funded planning work for long-term upgrades at the city's Wastewater Treatment Plant and received an update to FY‑2027 revenue projections.
By adopting Resolution No. 3518 (Project SAP 25‑J2399), the council approved $70,000 for a Preliminary Engineering Report (PER) and $180,000 for preliminary design work to evaluate system needs and position the city for future funding opportunities. The motion passed unanimously on a roll-call vote.
Finance Director Rocio Garcia presented the draft FY‑2027 revenue figures and said the finance committee recommended lowering the monthly gross receipts tax (GRT) projection from $425,000 to $350,000. Garcia also noted that the lodgers' tax amount is recorded as TBD because it requires manual entry and will be specified with the proposed budget.
Councilors asked questions about specific line items and project revenues for 2027; Garcia answered and Manager Cummins indicated more detailed budget allocations will appear on a future agenda. The council did not change the GRT recommendation during the meeting and directed staff to include the updated projections in the proposed budget process.
