Eunice approves Waterworth contract for utility rate planning and asset management

The Eunice City Council on March 23 approved Resolution No. 3535 to enter into a contract with Waterworth, a consulting platform the City Manager said would provide rate planning, financial forecasting and asset-management tools to help plan water and sewer investments.
City Manager Shannon Cummins said the platform would simplify internal processes, help keep utilities affordable and give staff resources to build financial plans. "Following recent conversations between Nick and myself, I see strong value in Waterworth as a practical solution for Eunice," Cummins said as she introduced the item.
Nick Fahey, Waterworth account executive, presented virtually and said the firm would conduct a utility rate study and provide recommendations for balancing infrastructure needs and rate impacts. Councilor Steve Almager asked about two cost options Fahey had shown; Fahey explained one price included a cost-of-service analysis (the more comprehensive and higher-cost option) and the other excluded it.
Cummins said she had checked references and recommended the full package so Eunice could access the vendors full resources. The motion to approve Resolution No. 3535 was made by Councilor Erica Jones, seconded by Councilor Steve Almager, and carried on a roll-call vote.
Council discussion emphasized that staff would return additional budget details and reference information if councilors requested more specifics before contract implementation.
No contract dollar amount was read into the record during the meeting.
