Shenandoah council approves rezoning of 361 Trenton Avenue to R-2 after owner outlines renovation plan

Shenandoah’s Town Council on June 23 approved rezoning two parcels at 361 Trenton Avenue from Commercial to Residential-2 (R-2) after the property owner told the council he plans to renovate the existing house and build a second home on the adjacent lot.
Mayor Clinton O. Lucas, Jr. opened the joint public hearing of the Town Council and Planning Commission at 7:00 p.m. and said the request was filed by Diamond Quality Investments LLC, owner Jared Moore. The parcels are identified by tax map numbers 102A6-1-73-5 and 102A6-1-73-6.
Jared Moore spoke in support of the rezoning, saying he plans to renovate the house at 361 Trenton and build a house on the empty lot next door. No one spoke in opposition during the public comment portion of the hearing.
Council Member Lynn Fox moved to close the public hearing; Council Member Christopher Reisinger seconded. The council recorded votes with Council Members Denise Cave, Lynn Fox, Brenda Haggett, I. Michael Lowe and Christopher Reisinger voting in favor and Mayor Clinton O. Lucas, Jr. abstaining; Vice Mayor William Kite was absent. The motion to close the hearing carried.
The Planning Commission then took up the request. Commissioner Jonathan Comer moved and Commissioner Timothy Seal seconded a motion to recommend approval of the rezoning from Commercial to Residential-2; Commissioners Jonathan Comer, Karen Comer, Stephanie Richards and Timothy Seal voted in favor, Chairman I. Michael Lowe abstained, and two commissioners were absent. The commission’s recommendation was placed before the council.
On the council floor, Council Member Fox moved to concur with the Planning Commission and approve the rezoning of the two parcels owned by Diamond Quality Investments LLC; Council Member Reisinger seconded. The council vote mirrored the earlier procedural vote: five members voted yes, the mayor abstained and one member was absent, and the rezoning was approved.
With no further business, the joint public hearing was adjourned at 7:08 p.m. by a motion from Council Member Fox, seconded by Council Member Reisinger.
