Bonduel committee backs Cedar Park location and more accessible (and costlier) playground base

The Village of Bonduel Committee of the Whole on Feb. 25 recommended placing newly arrived playground equipment at Cedar Park and approved a more accessible—but pricier—pour-in-place rubber safety surface, raising the project estimate from $200,000 to about $300,000.
Jesse Rankin, Director of Municipal Operations, presented three placement options and identified option 1 as the best fit because option 2 risks conflicts with existing underground water and electrical lines near the back ball diamond and option 3 sits in an area that tends to flood. "The playground equipment has arrived and is scheduled to be installed in May," Rankin told the committee as he reviewed placement and base alternatives.
The committee discussed base options. Rankin said the original plan specified a wood chip base but a pour-in-place rubber base is handicap accessible and provides a better surface; however, it carries a substantially higher price tag. The committee recorded a new overall estimate of about $300,000 compared with the original $200,000 budget. To offset the increase, committee members reviewed potential funding sources, including funds freed by closure of Tax Incremental District No. 1, park donations, and cell tower revenue. Rankin said the Village applied last fall for a T-Mobile community grant but was not awarded funds; staff plans to resubmit with additional detail in the first quarter.
The committee also asked staff to solicit local business donations by letter. Kay Zuleger moved and Brenda Staszak seconded a recommendation that the Board approve option 1 for placement and proceed with installation using a pour-in-place rubber base and community outreach for donations; the motion carried unanimously.
Next steps: the committee's recommendation will be considered by the Village Board; staff will finalize cost estimates, pursue the listed funding sources, and resubmit the T-Mobile grant application. A timeline in the packet indicates installation is slated for May, subject to final funding and scheduling.
