Trappe adopts public-works superintendent job description, moves to revise procurement policy and schedules ARPA workshop

Trappe — At its Nov. 6 meeting the Trappe Town Council adopted a personnel resolution, introduced a procurement overhaul and reviewed the town’s lead service line inventory and ARPA spending timeline.
President Schmidt read Resolution 5-2024, which adopts a Public Works, Water and Wastewater Superintendent job description. Commissioner Michael Sullivan moved to adopt the resolution and Commissioner Walter Chase seconded; the council voted unanimously to approve the measure.
The council also introduced Ordinance 4-2024 to repeal and replace the town procurement policy. Attorney Lyndsey Ryan said the requested procurement changes were discussed at the previous meeting. Commissioner Jeremy Newnam moved to introduce Ordinance 4-2024; Commissioner Michael Sullivan seconded and the motion to introduce passed unanimously. A public hearing on the procurement ordinance is scheduled for Dec. 4 at 5:45 p.m.
Administrator Erin Braband reported the town completed its lead-line inventory and submitted it to the Maryland Department of the Environment on Oct. 15, 2024. The town will send 252 letters to properties classified as “unknown.” Davis, Bowen & Friedel offered to amend their contract to continue work and apply additional ARPA funds; the council asked DBF to work with staff on a contract amendment for council review.
Braband also requested a workshop to allocate remaining ARPA funds before the Dec. 31 deadline; the council scheduled a workshop for Nov. 19 at 4:30 p.m.
Next steps: DBF and town staff will prepare contract amendment language for council consideration; the procurement ordinance and related measures are set for public hearing on Dec. 4.
