Trappe Council adopts new procurement policy and approves bonds, notes and note modifications to finance sewer projects

Trappe — The Trappe Town Council on Dec. 4 adopted a revised procurement policy and approved a package of financing measures to support sewer pumping station repairs and related capital work.
President Schmidt opened public hearings on Ordinances 4-2024, 5-2024 and 6-2024; no members of the public commented. The council adopted Ordinance 4-2024, which repeals and replaces the town procurement policy.
Ordinance 5-2024 authorizes the issuance and sale of up to $1,141,000 in bonds under Sections 19-301 et seq. of the Local Government Article of the Annotated Code of Maryland and Section 612 of the Town charter to finance repairs, upgrades or replacement of sanitary sewer pumping stations. Ordinance 6-2024 authorizes issuance of up to $1,141,000 in General Obligation Bond Anticipation Notes for the same projects. Both ordinances were adopted unanimously.
Town Attorney Lyndsey Ryan explained the council also adopted Resolution 6-2024 to modify a note with Shore United Bank related to a previously authorized general obligation bond and grant; Ryan said, “this is to extend the maturity date for 6 months for the interim financing for the pumping station project” because the current loan matures the next day while U.S. Department of Agriculture funding is in place but not yet disbursed. The council adopted Resolution 6-2024 unanimously.
The council also approved Resolution 7-2024 to renew a $100,000 line-of-credit promissory note with Shore United Bank; the line currently carries no balance. All measures passed without recorded opposition.
