Council considered two separate but related actions: first whether to deem the building unsafe, and second whether to adopt an order to abate and demolish the structure.
City staff explained that state law and the city code provide options to set an action plan or proceed with abatement if the owner fails to act. "The building is unsafe," staff said, and noted the owner had pulled a permit to demolish, giving the owner time to proceed.
Council first voted to determine the structure unsafe and then unanimously adopted the demolition order, directing staff to proceed as allowed by city code if the owner does not complete remediation within the permit timeframe.
The action formalizes the city’s findings that the structure is dilapidated and a hazard to public health, safety and welfare. Staff said it will continue to monitor permit progress and return to council if enforcement action becomes necessary.
