North East proposes 2% water rate increase in draft FY2017 budget

At the April 13, 2016 budget workshop, Director of Finance and Administration Kendrick Natale told the board the draft FY2017 water enterprise budget includes a 2% increase to water service charges to cover higher operating costs and required capital projects.
Under the proposal, the in‑town rate (5,000 gallon minimum) would increase from $38.25 to $39.05, and the out‑of‑town rate (5,000 gallon minimum) would increase from $83.00 to $86.35. Natale said the change is driven by increased operating expenses and capital projects the water fund must complete.
The Water Connection Fee for meters up to one inch will not increase; the in‑town connection fee remains $2,500 and will be calculated on the number of meters rather than the number of units. The Major Facility Fee will remain $3,500 per Equivalent Residential Unit (ERU) for both in‑town and out‑of‑town customers.
Workshop minutes record a discussion about additional water fund expenses and capital needs, but no changes were made to the proposed water budget at the workshop. The draft budget, including the proposed water rates, will be considered at the May 25 public budget hearing and the scheduled June 8 vote.
