North East adopts park vendor rules and formalizes compensation for mayor, commissioners

The Town of North East Mayor and Commissioners voted May 11 to adopt two ordinances governing vendors at the North East Community Park and to formalize compensation for elected officials.
Ordinance 2016-04-02 (Article 7) sets rules for food and non-motorized recreational rental vendors operating in the community park. Commissioner Hilary Crothers-Moore moved to approve the ordinance; Commissioner Paul Stark seconded and the measure carried.
Town Administrator Melissa B. Cook-Mac Kenzie told the board that Ordinance 2016-04-03 would codify a long-standing local practice on compensation for the mayor and commissioners. Under the ordinance the town will guarantee a minimum water bill for each elected official’s residence each quarter and provide a $50 annual gift card to the mayor and commissioners. Commissioner Stark moved approval; Commissioner Michael Kline seconded and the ordinance was approved.
The board also approved Resolution 2016-05-01, establishing policy and procedures for leases at the North East Community Park. The resolution spells out minimum bidder requirements and lease terms; it makes the annual lease fee non-refundable and requires town approval for lease assignments. Mayor Robert F. McKnight questioned the section labeled “Minimum Bidder Requirements” and asked that future amendments be placed under the direction of both the Town Administrator and the Mayor and Commissioners — asking the board to amend the draft wording to say “and” (not “or”). The board amended the amounts to set minimum annual lease fees at $1,200 for food vendors and $1,800 for recreational vendors.
Commissioner Eric Braley moved to adopt Resolution 2016-05-01; Commissioner Kline seconded and the resolution was approved. The meeting minutes record the motions and approvals but do not include recorded roll-call votes for each individual member.
The ordinances and resolution take effect as town code and policy; the minutes do not specify an effective date beyond adoption, and the resolution notes that final lease approvals and certain grants remain subject to additional outside approvals where specified.
