North East approves ordinances, loan, bids and banking services

At its Oct. 12 meeting, the Town of North East Board of Commissioners unanimously approved two ordinances, a purchasing resolution, a $11,496 homeowner revitalization loan, multiple bid awards including a water rate study, and selected Howard Bank for town banking services.
The Town of North East Board of Commissioners approved a package of ordinances, resolutions, contracts and appropriations at its Oct. 12, 2016, regular meeting.
The board voted unanimously to adopt Ordinance No. 2016-09-01, authorizing mutual aid and reciprocal enforcement agreements for the North East Police Department with other law enforcement agencies; Ordinance No. 2016-09-02, repealing and replacing the town Road Code Standard Specifications and Details; and Resolution No. 2016-09-01, designating computer hardware and software as an exception to the town’s purchasing ordinance.
In new business the board approved a $11,496 Revitalization Loan for Donald and Mrs. Donald Coe to repair a front porch and replace columns after Director of Finance and Administration Ken Natale confirmed the applicants met program criteria. The board also awarded the Water Utility Rate Study contract (RFP 2016-08-01) to Willdan Financial Services, which received the highest combined technical and cost score (85%).
The board approved a bid award for fencing at the Bayberry Water Tower to Fence by Fender (project included in the FY2017 budget) and selected Howard Bank for the town’s banking services after reviewing proposals from Howard Bank, Columbia Bank and M&T Bank. The board also approved Purchase Order 101216-001 for Rolling Mills Water Treatment Plant high-service pump repairs ($10,990) and authorized payment of presented invoices.
All motions recorded in the minutes were made, seconded and "approved by all present." The minutes do not list individual yea/nay votes; the recorded attendance lists Mayor Robert F. McKnight and Commissioners Paul Stark, Michael Kline and Hilary Crothers-Moore as present.
