North East reports 58% TOC reduction after pilot acid treatment; contractor to change

Ronald Carter, superintendent of the Town of North East’s water department, told the commissioners that a change in the treatment process using acid in part of the sequence produced a 58% reduction in total organic carbon (TOC) during the trial.
Carter said the Maryland Department of the Environment was pleased with the results. He estimated that applying that treatment throughout the year would cost approximately $17,000. Carter also reported that, as of March 1, 2017, HIE will no longer be the contractor for water repairs and that the town is in the process of seeking another contractor.
The report covered operations at the Rolling Mill and Leslie Water Treatment Plants and described the town’s steps to address prior TOC violations. No contract awards or procurement decisions for a replacement contractor were made at the meeting.
