Council approves letter of support and up to $500,000 match for parks grant after debate

Elkhart County’s parks director asked the council on June 16 for a letter of support and proof of funds for a Land and Water Conservation Fund (LWCF) grant application that would pair a $500,000 county match with federal/state funding to total about $1.1 million for park construction. The council voted to approve the letter and commit up to $500,000 as the county match by roll call, 6–1.

Rhonda DeCarre of Elkhart County Parks said the grant deadline required a decision and described the county match proposal: "If we are to write a land and water conservation fund grant ... If we could get the support of using $500,000, it's a 50% match. So we could get 1.1... we would have $1,100,000 total, to start construction in 2028." She said the park board has agreed to use $50,000 of endowment and donation funds as part of the local contribution.

Several council members pressed that the request should go through the county’s redevelopment commission (RDC) before committing funds. One council member said, "It's committing us to the 500,000," raising concern about making a financial commitment before RDC review. Supporters argued the application deadline and the lack of an RDC meeting in July required prompt action and that an approval letter does not obligate the county to accept a grant award later.

The council conducted a roll‑call vote that recorded six yes votes and one no vote (Mister Reitzacker). County staff noted potential opportunities for private donor matches if community members wish to contribute to the local match. The item was approved 6–1; the parks office was asked to provide proof of funds and follow up with any required documentation if the grant application moves forward.
