Lyme Select Board unanimously approves routine business, accepts Skidoo donation and grant, and hires staff

The Lyme Select Board met Feb. 17, 2026, at the Town Office Conference Room and on Zoom and unanimously approved a slate of routine municipal actions, accepted two donations for town services and approved two hires following nonpublic sessions.
Select Board member Judith Brotman opened the meeting at 10:00 a.m. and the board recorded no public comment. On motions by Select Board member David Kahn, seconded by Benjamin Kilham, the board approved the minutes of its Feb. 3 meeting and a manifest totaling $28,481.33.
The board appointed 17 Inspectors of Election after reviewing a candidate list. Select Board member Benjamin Kilham moved to approve the appointments; Judith Brotman seconded and the motion carried unanimously.
On infrastructure matters, the board reviewed and signed a perambulation report for the Orford–Lyme town line and voted unanimously to approve a petition from FirstLight for a utility poles/conduit license. The FirstLight petition was approved on a motion from David Kahn, seconded by Benjamin Kilham.
The board handled several assessing and timber‑tax items: it approved an abatement for a Report of Wood Cut on Map 406 Lot 11 (abatement $211.38; resulting timber tax $994.33), approved an Intent to Cut for Map 418 Lot 1, approved a Report of Wood Cut for Map 407 Lot 60.2 totaling $6.32, and approved an abatement for Map 407 Lot 68 (abatement $295.30; resulting timber tax $504.89). Those motions were presented by Select Board members David Kahn and Benjamin Kilham and were approved unanimously.
In public hearings, the board accepted an unanticipated donation under RSA 31:95‑b: a 2021 Skidoo Scandic for Fire and EMS use valued at $7,000. The hearing opened at 10:15 a.m.; Benjamin Kilham moved to accept the donation and David Kahn seconded. The board also opened and accepted a Lyme Foundation grant of $5,243 to the Recreation Commission to purchase mirror panels for an after‑school dance program; David Kahn moved to accept that grant and Benjamin Kilham seconded. Both actions passed unanimously.
The board reviewed the Assessing RFP (a three‑year term with an escape clause) and signed the Upper Valley Lake Sunapee Regional Planning Commission (UVLSRPC) 2026 Household Hazardous Waste Collections agreement.
At 11:02 a.m. the board entered nonpublic session under RSA 91‑A:3 II(b) to discuss hiring. Present were Brotman, Kahn, Kilham and Administrator Dina Cutting. After the nonpublic session the board voted to hire Carrie Malone and to fill a full‑time position for the Select Board and Town Clerk Office; Benjamin Kilham moved to hire the candidates and Judith Brotman seconded. The board later entered a second nonpublic session at 11:20 a.m. under RSA 91‑A:3 II(l) for legal matters and returned to public session having made no decisions in that session.
Select Board member Benjamin Kilham moved to adjourn at 11:30 a.m.; Judith Brotman seconded and the motion passed unanimously.
