The Newbury Recreation Committee voted July 2 to approve committee-level signoffs allowing a beer truck at this year’s Newbury Day celebration, permit vendor setup Friday night and takedown Monday morning, and permit a 20-by-40 stage tent with sound conditions intended to protect nearby residents.
Presenter Bar Luby asked the committee to clarify what approvals were needed to complete the event’s permit application and described planned staging, a generator, tents held down by rain barrels and porta potties. "We need a number of approvals," Luby said, adding that organizers would measure the site and avoid sprinkler heads and other infrastructure when placing the tent and stage.
The committee discussed site logistics — generator placement near the field house garage, avoiding staking into sprinkler lines by using weighted rain barrels, and the slope of the ground where the tent would go. A committee member raised the possibility that high attendance could strain the site septic and recommended ordering adequate portable sanitation.
Chair (speaker 1) moved to approve the beer truck contingent on Select Board approval and to allow the Newbury Days group to set up Friday night and take down Monday morning. The committee also approved allowing the tent and sound in the area discussed "as long as it doesn't infringe on the neighbors." The motions were seconded and carried by voice vote.
Committee members clarified permit responsibilities: the Recreation Committee’s approval is a committee-level signoff enabling the event to proceed with its permit steps; it is not the same thing as a municipal liquor license. A committee member said, "We've not approved the liquor license. We've approved the ability to have [alcohol service]," and advised organizers to contact the licensing authority or the Select Board for the formal liquor permit.
The committee asked organizers to meet on-site to measure the footprint and finalize generator and stage placement before permits are finalized. Members said a building inspector may sign off on tents and recommended coordination with Taylor Rentals and Public Works for final placement and safety checks.
The committee did not record any negative votes on the motions; members responded to roll-call-style voice votes with a series of "Aye" responses. Next procedural steps cited by members included notifying Joy (the staff contact) and confirming final details with the building inspector and rental vendor.
The committee’s actions allow the Newbury Day event to proceed toward final permitting and on-site planning; the liquor license itself remains a separate permission handled outside the Recreation Committee.
