The Daytona Beach City Commission approved a set of land‑use and administrative measures on July 15, adopting ordinances and a resolution on second reading that the commission said will clarify city boundaries, land‑use designations and collection of demolition costs.
On a unanimous 6–0 vote the commission:
- Adopted an ordinance annexing approximately 1.71 acres located along the west side of South Nova Road into the City of Daytona Beach and redesignating Zone 1 to include the property.
- Adopted a small‑scale comprehensive plan amendment under section 163.3187 of the Florida Statutes to change about 1.7 acres from county urban medium intensity to city retail, with future land‑use language limiting development to vehicle storage, warehousing and self‑storage uses compatible with surrounding commercial/light industrial corridors.
- Adopted a zoning ordinance rezoning roughly 1.7 acres from Volusia County General Industrial to City Business Automotive (Enlak Co / LaBorde’s George Automotive), following a quasi‑judicial second reading.
- Adopted a resolution establishing a non‑ad valorem assessment rule to recover demolition costs for 2026.
Clerk read staff summaries for each item and the record showed no speakers for the public hearings on these specific items. Each motion passed 6–0.
The comprehensive plan amendment referenced section 163.3187 of the Florida Statutes as the enabling statute for small‑scale amendments; commissioners approved the required notices and second‑reading procedures.
No further action was taken at the meeting on related permits, and no implementation timeline was announced at second reading aside from the ordinances' effective dates specified in the adopted language.
