Mariemont council adopts cooperation agreement with Hamilton County to remain eligible for HUD entitlement grants

The Village of Mariemont council voted to adopt a cooperation agreement with Hamilton County that keeps the village eligible to apply for U.S. Department of Housing and Urban Development (HUD) entitlement program funds for 2027–2029. Council members suspended the rules to allow second and third readings and then adopted the resolution, also invoking the emergency clause.

Council discussion focused on process rather than commitment of funds. Village engineer Chris Ertle explained the resolution does not obligate the village to accept a particular project or expend funds; it preserves Mariemont’s status so staff may submit future grant applications. Ertle said the item is an enabling step that allows the village to apply for HUD competitive or entitlement funding should suitable projects and matching funds be identified later.

Several members asked whether adoption carries any immediate cost; Ertle and other speakers said there are no known additional costs at this stage and that any project accepted later would require separate council approval and appropriation votes.

The council recorded unanimous “aye” votes from the members present on the adoption and on invoking the emergency clause. The resolution moves the village into the county cooperation agreement framework and preserves the option to apply for related federal housing and community‑development grant opportunities.

Next steps: staff and the relevant council committee will present specific grant applications and any proposed local match requirements to council for approval before funds are accepted or projects commenced.
