He said the city "broke ground and started on the Harris Lane project" and that "we're just gonna ask for this time extension whether we need it or not and get it done" to avoid risking the loss of NMDOT funding if unforeseen problems delay completion. Jarvis said materials and crews are ready and that the extension is a precaution to preserve funding.
Councilors asked technical questions about gas‑line depths and utility coordination; Jarvis said some lines date to earlier installation practices and that the project includes replacing older steel lines with modern piping to improve safety. After discussion, a motion to approve Resolution 2025‑02 carried by voice vote.
