Edgecombe County school board approves budget amendment, adopts continuing resolution to carry FY25-26 budget into FY26-27

At a special meeting the Edgecombe County Board of Education approved Budget Amendment No. 3 for fiscal year 2025–26 and adopted a continuing budget resolution to maintain operations on July 1, 2026, until state and federal allotments for 2026–27 are finalized.

Staff presented the amendment and told the board that instructional services received a net increase of $511,676 and that additional revenue included about $279,863 in federal funds and a capital total shown as $6,441,583 (lottery projects, capital flows and bus purchases were identified in the amendment). Staff also described indirect charges to Child Nutrition that are being reallocated and said some carryovers to the new fiscal year are expected.

The continuing budget resolution was presented as an administrative measure to allow the district to operate on an interim basis using the current-year budget until state and federal allotments for 2026–27 are finalized. Staff said the resolution would take effect on July 1, 2026, and would be implemented consistent with board policy and applicable statutes.

A board member raised a concern about wording that could be read as permitting spending from “all necessary funds,” noting that some federal dollars are restricted to particular programs. The board member asked for assurance that restricted funds would be handled according to program rules; staff replied that the resolution language is followed by references to applicable board policies and statutory controls.

Both the budget amendment and the continuing budget resolution were approved by voice vote.

Next steps: staff will finalize year-end adjustments and present monthly updates about carryovers and allocations as the district moves into the 2026–27 fiscal year.
