Planning commission to hold public hearing on site‑plan review changes required by state law

Staff briefed the commission on a 2025 change to the Code of Virginia (chapter 594 / Senate Bill 974) that requires localities to designate an agent or employee to review and act on subdivision plats, site plans, and plans of development. Neil Whitmore explained that with Rockbridge County’s board appointment of the designated agent and an alternate the land-development regulations need textual updates to reflect the change.
Commissioners agreed the language in section 1,300 (site-plan requirements) should be revised to comply with state law and instructed staff to set a public hearing; staff noted March 11 as the upcoming date for public‑hearing scheduling. The commission viewed the change as primarily procedural to ensure state-law compliance; staff also flagged other mandatory subdivision provisions from the Code of Virginia for future review.
Staff will prepare redline edits to the land-development regulations and present those edits at the planning commission public hearing for consideration.
