South Kingstown council approves reappointments, licenses and a housing-authority appointment; schedules traffic and construction follow-ups

The South Kingstown Town Council moved through routine business after its July 13 work session on water, approving minutes, consent items and a series of appointments and licenses.
The council approved reappointments of Robert Warren and Michael Henry to the South Kingstown Library Board of Trustees by voice vote. The council also unanimously approved a resolution appointing Justin Coutu to the South Kingstown Housing Authority; the Housing Authority is overseeing a roughly $50 million project, council members said in discussion.
Licenses approved on the consent agenda included a temporary mass-gathering permit for the Folk Festival scheduled for Sept. 13, 2026, and victualler/liquor licenses for new or existing businesses on Main Street and Kingston Road (Wise Guys Deli Pizza; Roadie Slice; Falafel Dave's). Most consent items passed on voice votes with no roll-call tallies recorded in the transcript.
The council continued a planned presentation from a vendor that supplies automated license-plate recognition and video surveillance technology until the next meeting when the vendor (Flock) is scheduled to attend.
In committee and staff reports, the council received construction updates on the new South Kingstown High School (roughly 30–35% complete) and the Curtis Corner athletic-field timeline. The school project team said the athletic-field bids are due July 23, with field construction expected to begin in September and be available by March 2027; remaining site work will continue through the fall.
The council also discussed a request for safety improvements where the bike path crosses Church Street at Railroad Street. The police department reported three weeks of vehicle-count data and recommended pursuing a state-installed flashing beacon (RRFB) as a near-term option and considering a more comprehensive traffic-and-pedestrian engineering study in the fall to evaluate whether a three-way stop is warranted.
The meeting ended with a standard adjournment vote. Several items were scheduled for follow-up on upcoming council agendas.
