Lisbon council approves minutes, reports, bills and an off-site liquor license; election openings announced

At its Jan. 5 meeting the Lisbon City Council approved routine minutes and reports, granted a 25% water billing credit at one address, accepted a vehicle sale, approved a bond resolution for signature and approved a Jan. 23 off-site liquor license; the council also approved a comprehensive list of bills.
The Lisbon City Council on Jan. 5 approved routine meeting business, a set of bills and several administrative items, and announced upcoming openings on the council and for mayor.
The council approved the Dec. 1, 2025 minutes (motion LyDell Mairs, second Jordan Matzke) and approved a 25% credit to the water portion of billing at 101 5 Ave E for $323.36 (motion Mairs/Matzke). The council also approved the police report (Matzke/Cole) and updates to the police policy manual (Mairs/Cole).
Other approved items included acceptance of a $1,256 bid for a 2016 Ford Explorer (Mairs/Hoff), approval of the public works report (Cole/Hoff), approval of the auditor/economic development report (Hoff/Cole), and authorization for a bond resolution to be signed by Mayor Tim Meyer and Kristina L. Dick, the city auditor (Cole/Waletzko). Council President Rob Waletzko announced that three council positions and the mayoral seat will be on the 2026 ballot.
The council approved an off-site liquor license for the Lisbon Bissell Golf Club to hold an event Jan. 23, 2026, at the Lisbon Opera House, 6 p.m.–1 a.m. (Matzke/Cole). A motion to approve the bills (moved by Sandy Hoff, seconded by LyDell Mairs) was called and the minutes record a series of payments and vendor invoices; notable amounts included Moore Engineering, Inc. ($214,723.20), Bank of North Dakota ($69,342.66), Herzog Roofing ($64,000.00) and Lisbon Civic & Commerce ($40,000.00). The minutes list additional vendor payments as recorded in the bills ledger.
The meeting adjourned at 7:53 p.m.; the minutes were attested in the signature block by Tim Meyer, Mayor, and Kristina L. Dick, Auditor.
