Lisbon council rejects lease, approves purchase of police SUV

The Lisbon City Council voted Nov. 3 to purchase a 2024 Ford Explorer for the police department after rejecting a proposal to lease the same vehicle. The council approved the purchase on a 6–1 vote; Councilor LyDell Mairs voted against the purchase.
The council first considered a motion to lease a 2024 Ford Explorer from ESU Pursuits for $65,000, paid at $15,800 per year. That motion failed 4–3 (Aye: Ben Gemar, Jordan Matzke, Julie Cole; Nay: LyDell Mairs, Rob Waletzko, Sandy Hoff, Tim Meyer). After additional discussion, a subsequent motion to buy the vehicle was approved. The purchase price was $65,000, with the council specifying funding from three sources: $33,545.75 from the current vehicle budget, $20,000 from the 2026 budget and $11,454.25 from reserves.
Councilor Ben Gemar moved the purchase and Councilor Julie Cole seconded. Councilor Mairs recorded the sole Nay on the final motion; the rest voted in favor. The decision followed a report from Jon Oien that the transmission had failed in the department’s 2016 Ford Explorer and that repair and replacement options had been presented to the council.
The council did not authorize additional vehicle purchases or specify a timetable for replacing the remainder of the fleet. The purchase will be paid from the identified budget lines and reserves as stated at the meeting.
