Lisbon council adopts flood-plain change, approves temporary commercial tax exemption and moves ahead on Lake Agassiz project

Mayor Tim Meyer presided over the Lisbon City Council meeting on Feb. 2, 2026, where the council unanimously approved a package of policy and administrative items, including an amendment to the city’s flood-plain ordinance and a temporary property tax exemption for commercial properties.
The council voted to adopt the flood-plain ordinance amendment after Ben Gemar moved the measure; the motion was recorded as passing unanimously. The meeting minutes show a separate unanimous vote approving a proposed commercial property tax exemption that applies “for the period until sold” with a two-year maximum. Gemar introduced both measures on the floor.
City Fire Chief Jason Dick presented the fire department’s 2025 annual report and officer appointments to the council during the meeting. Tracy Eslinger of Moore Engineering provided updates on ongoing infrastructure work, citing projects including Utility Improvement District 2023-1 (20337), a CO2 tank project (22995), lift station upgrades (22414), a well replacement (22996) and a water service line inventory (23612B).
The council also approved by motion the mayor’s authorization to sign the City Assessor contract acceptance letter, the purchase agreement for the garage at 305 Rose St., and routine departmental reports from police, public works and the auditor/economic development office. Council members approved a $5,000 allocation to Economic Development for the director position and a $1,000 donation to Lisbon Public School for the Storhaug wrestling tournament; both motions passed unanimously.
Council Member LyDell Mairs moved and the council approved proceeding with Lake Agassiz Project 1 “as presented.” Mayor Meyer reminded the public that municipal elections are scheduled for June 2026, with his mayoral seat and three council seats up; petitions are due at City Hall by 4 p.m. on April 6, 2026.
The meeting record shows the council approved multiple offsite liquor licenses and gaming permits listed on the agenda, including events at the Lisbon Bissell Golf Club and the Cattleman’s Club Lounge, and the council approved building permits as noted by the code administrator.
On routine fiscal business, the council approved bills as presented. The claims list in the minutes includes payments such as Stock Growers Bank ($72,273.43), Lisbon Body Shop Inc. ($19,414.29), Axon Enterprise, Inc. ($18,175.80) and several other vendors and payroll-related items; the motion to approve the bills carried unanimously.
