Lisbon council clears minutes, permits, bills and 2026 liquor licenses

The Lisbon City Council on Dec. 1 approved routine business including minutes, credits, permits, reports and vendor payments.
Council approved the Nov. 3, 2025 meeting minutes (mover: LyDell Mairs; second: Ben Gemar). The council approved a sanitation committee recommendation to credit the State Farm refuse account $675 for an incorrect second-business charge, and approved a 50% sidewalk payment of $3,175 to Riverside Building Center in accordance with city policy.
Other routine approvals included motions to advertise a 2016 Ford Explorer for sale; acceptance of police and public works reports; approval of a $9,800 bid for a Dur-a-lift; auditors' report acceptance; and approval to sign the NDDOT Highway 32 closure agreement. The council also approved a new sanitation committee policy and an airport lease with 3rd Gen Aviation with modifications.
The council approved 2026 beer and liquor applications for Lao Thai Kitchen, The Bronc and Grog Shop; the auditor's office approved a gaming permit for the Lisbon Public Library raffle scheduled for Dec. 7, 2025. The code administrator approved building permits for Rasmusson Developments (concrete slab) and Griggs Poor Side Repair (building addition, pending payment). Council then moved to approve vendor warrants and bills, which were listed in detail in the meeting packet and read on the record; the motion to approve the bills carried 'All Aye.'
The meeting closed with a city administrative note that the city office will be closed Dec. 25–26 for the Christmas holiday; the meeting adjourned at 8:31 p.m.
