Middletown council approves salary resolution, sewer MOU and battlefield easement

The Middletown Town Council on Sept. 9, 2024 approved a series of motions including a resolution to set the salary for the mayor and council, acceptance of the treasurer’s report, approval of a memorandum of understanding for sewer service at the Hester property, and a deed of easement with the Shenandoah Valley Battlefields Foundation.
Vice Mayor Jeffrey Pennington moved to approve the treasurer’s report; Councilor Carolyn Aliff seconded. Roll-call votes recorded Councilors Aliff, Shayla Rickard, Stephanie Mitchell and Pennington voting yes; the motion carried 4-0.
Pennington also moved to approve a resolution establishing the pay for the mayor and council members. The roll-call vote on the salary resolution recorded Aliff (yes), Rickard (yes), Mitchell (no) and Pennington (yes); the resolution passed 3-1.
Councilor Carolyn Aliff moved to approve a Memorandum of Understanding between the Town of Middletown and Middletown, LLC regarding sewer service for the Hester property. Councilor Stephanie Mitchell asked to table; Councilor Shayla Rickard seconded. The roll-call vote recorded Aliff (yes), Rickard (yes), Mitchell (no) and Pennington (yes); the motion to approve the MOU carried 3-1.
Vice Mayor Pennington moved to approve a Deed of Easement with the Shenandoah Valley Battlefields Foundation for parcels listed as Tax Map 91 A 108 and 91 A 102B, subject to final approval by both parties. Councilor Mitchell asked to table; Councilor Aliff seconded. The roll-call recorded Aliff (yes), Rickard (no), Mitchell (no) and Pennington (yes). Mayor Charles Harbaugh IV cast the tie-breaking vote in favor and the motion carried 3-2.
Mayor Harbaugh set a work session for Oct. 7, 2024 at 7:00 p.m. and adjourned the meeting at 7:13 p.m.
