Kerns said the most impactful change is that towns may no longer require special‑use permits for short‑term rentals when the property owner is physically in residence while guests are present. She recommended adding a separate definition for owner‑occupied short‑term rentals and adjusting which short‑term rental categories are allowed by‑right versus by special use permit so local code aligns with State requirements.
Commissioners agreed that the approach Kerns suggested would be an appropriate path forward. Kerns said she would prepare an updated ordinance for review at the commission’s next meeting.
No formal vote was required; staff were directed to revise the draft ordinance language and return it for deliberation and potential action at a subsequent meeting.
