Knox County officials hear pleas to protect regional communications center funding

Chief Chris Whytock and other public safety officials told the Knox County Commission on Jan. 13 that interim budget cuts risk reducing staffing and equipment at the Knox Regional Communications Center (KRCC). Whytock said the center’s stability has depended on the director and staff and urged the Commission not to reverse recent progress.
Finance Director Kathy Robinson responded that contract fees collected from municipalities remain within the Communications fund, but she warned the center is struggling to operate within last year’s budget given contractual and personnel increases, including premium per‑diem compensation. Communications Director Jessica Lenahan and the Public Safety Coordinator described current staffing models that keep at least two staff on the floor at all times and said they are exploring ways to increase coverage during peak hours.
Commissioners discussed the KRCC governance model and budget process. Commissioner Marc J. Ratner said measures are needed to protect the center’s long‑term goals; Chair Edward B. Glaser said the Commission oversees fee contracts and that any funds accepted by the county must go through the Commission. EMA Director Candice Richards provided historical context for variations in Budget Committee involvement depending on counsel advice, and Commissioners asked for increased collaboration with Communications staff to ensure essential needs—such as planned computer purchases—are prioritized during the interim budget period.
