Council flags crane inspections, dock maintenance and harbor CIP as capital priorities

City Manager Heidi reported the slab work had passed inspection and noted auditors identified a harbor CIP balance of about $66,647 (projected to roughly $74,647 by the end of FY26). She said the sum originated from deferred‑maintenance and audit adjustments and could be used for harbor work at council discretion.
Several council members urged annual crane inspections and limits on public gate access to reduce liability. “I’d like to see some type of annual inspection on that,” one council member said of the crane, and others suggested a combo‑lock or code box for regular harbor users so fishermen who arrive at night can still get access while reducing unauthorized entry.
Heidi and council discussed whether to seed larger harbor projects (floats, pilings, finger‑hinge pins and electric pedestals) with the harbor CIP or to keep the funds committed as an MMRF balance to preserve matching capacity for state grants. Council members asked the administration to present options for prioritizing harbor repairs and for using CIP or MMRF funds as seed money for grant applications.
Heidi said she will check state funding availability for lift‑station pumps and follow up with engineering and grant‑matching analysis; council deferred final funding decisions for later budget work sessions.
