Police and operations reports note uptick in solicitors; board to trial solar stairs light and review VRE sauna safety

Constable Rocco Castellano told trustees on June 15 that the Wind Point Police Department has observed an uptick in traffic offenses and solicitors in and around the village. Wind Point Police Chief Tommy Sharrett said solicitors are routed to the Clerk to obtain permits and that "state law indicates that all solicitors require a background check and WPPD can complete the background check." Chief Sharrett added that municipalities can register for WORCS, a fee-based service, to process permits.
The board agreed North Bay’s solicitor-permit form needs updating; Clerk Dori A. Panthofer was asked to consider adding guidance to an upcoming newsletter and to work with police on the process.
On park safety, Constable Castellano presented specifications for solar-powered motion lights for the beach stairs and said the Board will trial one light mounted at the stairs' top, angled downward, with consideration of a second unit near the Vincennes bridge. "One unit will be ordered," Castellano said.
President Roger Mellem reported that Inspector Lipke completed a special inspection for the annual VRE renewal and noted the facility includes a small wood-fired commercial sauna "with no electricity." Setbacks could not be verified without a survey and the VRE license requires delineation of property lines. Mellem said he will consult the Caledonia Fire Department to determine whether the wood-fired sauna presents a fire-safety concern.
The reports generated administrative follow-ups: updating the solicitor form, adding a newsletter item about permit processes, ordering a trial solar light, and obtaining a survey or clarification of property lines for the VRE license.
