Council approves permits, contracts and budget adjustments; several TIF items postponed

At its regular meeting the Rock Island City Council approved a series of routine items including a second-reading special-use permit, public-works and procurement awards, and a $200,000 budget adjustment for the Street Improvement Fund.
The council approved a second reading of an ordinance granting a special-use permit for 702 20th Street and voted to concur with the Illinois Department of Transportation's acceptance of a bid for sidewalk improvements (20th Avenue, 38th–45th Street, north of Denkman School) recommended to be awarded to Centennial Contractors of Moline in the amount of $609,124.50. The council also accepted a Samson Fence bid of $31,425 for the Westgate replacement and approved purchases J and K and claims on the consent agenda.
Finance presented and the council approved a $200,000 budget adjustment to the Street Improvement Fund 303; during discussion council members confirmed that resurfacing 12th Street in front of a school is included and that crosswalk painting will be completed before school starts. Several other TIF-related budget adjustments (including Parkway I-280/Valley's Casino Fund for $98,550.08 and multiple North 11th/Downtown/North Port district funds) were moved and then postponed to the July 27 meeting.
City staff announced community events including the final Starlight Review concert (July 14 in Lincoln Park), firefighter and paramedic recruitment open through Sept. 11 (applications at rigov.org), and family programming at the Martin Luther King Center on July 29.
