Salem Township supervisors approve monthly expenditures, multiple planning modules and appointments

At the Aug. 21 meeting Salem Township supervisors unanimously approved $123,005.08 in monthly expenditures, renewed employee HRA administration, passed five resolutions including a broadband‑readiness application and multiple planning‑module approvals, and appointed a new Recreation Board member.
Salem Township supervisors met Aug. 21 and unanimously approved routine financial and personnel actions, multiple planning‑module resolutions and several conditional subdivision approvals.
The board approved monthly expenditures totaling $123,005.08: General Fund $42,223.82; Payroll Fund $46,790.93; Liquid Fuels $10,893.32; Street Lights $394.86; Machinery $1,141.48; Park Initiative $1,978.00; and Sewer Revenue $19,582.67. The motion to approve expenditures was made by Kerry Jobe and seconded by Ken Trumbetta; Supervisors Bob Zundel, Kenneth Trumbetta and Kerry Jobe voted for the motion.
Supervisors also unanimously approved a Primepay agreement renewal to continue administration of the township employees' HRA account at a monthly rate of $69.96, effective Nov. 1, 2024.
On a slate of recorded resolutions, the board approved: • Resolution No. 20‑2024 — an intergovernmental cooperation agreement with the Franklin Township Municipal Sanitary Authority to install a variable frequency drive at the Cloverleaf pump station; a grant of approximately $34,000 was cited during discussion. (motion by Ken Trumbetta; second Kerry Jobe) • Resolution No. 21‑2024, No. 22‑2024 and No. 23‑2024 — planning‑module approvals required to advance several subdivision plans. • Resolution No. 24‑2024 — a joinder agreement with Municipal Benefits Services to provide certain employee benefits. • Resolution No. 25‑2024 — authorization to submit a "Broadband Ready Communities" application to position the township for future broadband funding.
The board appointed Tim Kozinko to the Recreation Board (motion by Kerry Jobe; second Ken Trumbetta). Rec. Board President Kathy Hamilton spoke in support of Kozinko, citing his volunteer work with the Delmont area athletic association and coaching experience. Supervisors also authorized advertising to fill an open road crew position.
Several subdivision and land‑use plans were approved conditionally (see separate article for the largest, Gettysburg Land & Cattle Company). Other conditional approvals included a D'Aurora–Russick side‑lot addition, the Domke subdivision (lots 3 and 4), creation of Lot 4 for John Randall Koenig (8.4801 acres, for storage at present), and a new building lot for Jeff Shaw; each approval carried specified plan revisions and required signatures or agency signoffs (SEO/DEP) before development permits may be issued.
The board heard an update that engineers are preparing a public presentation on Crabtree sewage costs and service areas, to be shared at a future meeting. The meeting adjourned at 8:30 p.m.; the next regular meeting is scheduled for Sept. 18, 2024, at 7 p.m. at the Salem Township Municipal Building.
