Lannon board tables key Good Hope Road contracts, approves utility coordination task list

Trustee Battist told the Village Board on March 9 that reconstructing W. Good Hope Road will require expanded right-of-way and related real-estate work. He said estimated acquisition costs for 36 parcels are $165,000 and that a separate $300,000 from Halquist was received in connection with a Conditional Use permit. Battist and Trustee Lake moved to table a proposed two-party contract with Kapur for professional real estate services until the board receives more detailed funding information from Ehlers; the motion carried unanimously.
Battist also described a three-party cost-share agreement with the Wisconsin Department of Transportation (WisDOT project ID 2752-05-00) and Kapur covering design and engineering for the reconstruction. The board was told the design phase would not exceed $694,273.63 and that the Village would be responsible for a 20% share of those costs. Trustees Willard and Sommers moved to table the three-party design contract as well, citing the pending questions about the two-party acquisition contract; the motion carried unanimously.
While the contracts were tabled, Trustees approved a Local Project Utility Coordination Task List for the Good Hope Road reconstruction project and agreed to request coordination and waiver of permit fees. Trustee Battist said the task list will facilitate coordination of geotechnical work, utility relocations and design elements such as sidewalks and retaining walls. The item passed by unanimous vote.
Next steps: the two-party Kapur contract is scheduled for reconsideration in April after staff obtains further funding clarification from Ehlers. The design agreement with WisDOT remains tabled until the board resolves the acquisition/funding question. No construction contracts or construction funding were approved at the March 9 meeting.
