The Percival Town Council voted 6‑1 Oct. 8 to adopt a planning commission work plan that sets seven priority projects for the coming year and establishes quarterly reporting to the council.
Planning Director Summer Wilks presented the proposed work plan and then transmitted a major zoning ordinance rewrite the planning commission had recommended after roughly 2½ years of work. Wilks told the council the rewrite was intended to comply with applicable sections of the Code of Virginia, implement the town’s comprehensive-plan goals and improve ordinance clarity; the planning commission also recommended graphics, overlay districts, and moving some performance standards into the town code.
Council members asked about roles and process — whether the council or the planning commission takes the lead on work items — and Wilks explained that under Va. Code the governing body sets the work plan and the planning commission performs the advisory and review functions. Debate centered on process control, appointment structures and how staff and the commission would coordinate.
The planning commission recommended moving PDH and R3 districts to a legacy appendix (so they would not be applied to future development), removing the special exception category in favor of special use permits and adding overlay districts for historic properties and environmental protections. Staff said roughly 1,200 notices were mailed to property owners affected by recommended changes. Councilors asked follow-up questions about duplexes that would become nonconforming and whether rebuilding after significant damage would be allowed; staff said treatments would be case-by-case and that some duplexes would remain grandfathered but would be limited for future expansion.
Vice Mayor Rainer moved adoption of the work plan; the motion carried 6‑1 (one no vote recorded). The zoning ordinance rewrite will be the subject of a work session and additional staff analysis at the Oct. 22 meeting and thereafter; no final zoning vote occurred Oct. 8.
